🔹 Why it is illegal:
Forgery undermines national security, facilitates identity theft, enables financial fraud, and erodes public trust in government-issued identification. Rwanda maintains a strict zero-tolerance policy towards any form of document alteration, counterfeiting, or fraudulent issuance.
🔹 What the law says:
Under Rwandan law, anyone found guilty of forging or altering official documents including passports, national IDs, driver's licenses, academic certificates, and financial instruments faces heavy fines and imprisonment. The Rwanda Investigation Bureau (RIB) actively works to detect, investigate, and prosecute such crimes.
